A group of UN experts called for an investigation into Attorney General Consuelo Porras for illegal child adoptions in Guatemala

Now Porras is seeking immunity by running for a position as a full or alternate magistrate on the Constitutional Court. The prosecutor previously attempted to run as a candidate for the University of San Carlos of Guatemala but was unsuccessful due to a lack of support.

At least 80 indigenous children were subjected to illegal international adoptions, according to a United Nations expert commission. These children were placed in the Elisa Martínez Temporary Home, a now-closed center where Porras served as director and administrator for seven months in 1982.

Investigations indicate that public officials were involved in the illegal adoption process and urge Guatemalan authorities to conduct a “prompt, thorough, independent and impartial investigation.”

Consuelo Porras is nearing the end of her term as Attorney General. She has led the Public Prosecutor’s Office since May 2018 and won reelection in 2022.

Now Porras is seeking immunity by running for a position as a full or alternate magistrate on the Constitutional Court. The prosecutor previously attempted to run as a candidate for the University of San Carlos of Guatemala but was unsuccessful due to a lack of support.

Despite the setback, Porras could run again because six magistrates remain to be elected. The elections are being closely watched by international human rights organizations, the United States, and the Organization of American States (OAS).

“All persons against whom there are credible allegations of conduct inconsistent with human rights standards […] should not be shortlisted or appointed until a prompt, independent and thorough investigation of those allegations has been carried out.”

On the social network X, Porras said he rejects the “false and politically instrumentalized accusations” in a message addressed to UN Secretary-General Antonio Guterres.

The U.S. government added the prosecutor to its list of corrupt and anti-democratic actors. Since taking office, Porras has dedicated herself to criminalizing prosecutors, judges, and journalists who worked on or investigated corruption-related issues.
